cant link cards already linked to a forgotten account

As the subject heading announces,Had an old PP ac.password forgoten and email defunct cant link the cards existing to newly created PP account, Help, experienced difficulty on many occassions making payments, password resets ultimately forgotten, trouble reading those daft coded letters, I GOT them right, but still wouldnt allow me access dammit
