I don't think you are understanding the problem here.  I have this problem and understand what they are talking about.  I have verified my account and yet cannot make further purchases becasue of a limit I have reached for my annual allowance.  I have completed all the requirements to verify my account and yet am unable to purchase things.  The situation becomes further inconveniencing when the ones in place to help don't understand / give poor advice on how to fix the situation.  I really don't know where to go from here after couple hours clicking around looking for something I have missed to no avail.. The site has not told me I need to wait for any kind of verification process for my verifying my verified account.  Sound confusing, well frankly it is indeed.

I am very confused by this "spending limit." I have purchased a few items recently on eBay which required the use of PayPal. Each time, they have sent me an email saying i have reached my limit, so my purchase has been declined. Yet each time, my transaction has gone through, and the money has left my account. Can someone explain to me what is going on?
