Why i cant use my VISA CARD to verify paypal account

i live in kosovo and i m not able to verify my back account is there anyway i can verify my account i put my card number all info that its needed but still it doesnt work help plz

As far as i can see when you click on the drop down box your country is not available for use with paypal.

Click on the link and select the country you want from the drop down list for options available in that country.
