Trouble verifying address/telephone number

Hey guys. My account currently has a limitation on it requiring me to complete three steps. I've completed the first two which were to updated my password and security questions. The third step asks me to enter a landline number so that I can receive a call (presumably an automated one which will give me a code). However when I try to do this last step it tells me that my landline and address are already verified and I need to use one that hasn't been verified already. I don't live in two houses so getting that would be impossible, especially as it says it needs to be the same as my shipping and billing address(which it is) I've never had any issues like this with PayPal before so had no idea who or where to contact for help, if you guys know what might be causing this issue and how I could fix it, that'd be great. Thankyou.
