PayPal account and Bank account in different countries

Hello!
I have a question.
At the moment I live in Ukraine. I have a company in Scotland and bank accounts in other countries (Cyprus, Estonia, Latvia).
Can I open PayPal business account in Scotland and use the bank account of another country?

Or...Can I create an PayPal account in PayPal of Cyprus and add my Cyprus bank account?

How will be verified?

Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.

But PayPal in Ukraine is not able to receive payments.

Correct, paypal is also country specific and each country has rules and regs on what they can and cannot do.

That is why if you move you have to open a paypal account in the country you are actually in.
