Cannot use my account

I tried to make a payment using my paypal account but I wasn't able to. I am currently staying in a different country than what is stated on my account and cannot confirm my mobile number. Could it be the reason?

Thank you for replying! Is there a way to activate the account besides the confirmation of mobile number?
