Can you request and receive money with the basic Pay Pal account (not premier and not business), if so what are the limits ?

The PayPal member's account type is no longer used to determine whether a fee is charged or the payment volume a member can receive. PayPal fees are now determined by the payment type - a Purchase Payment or a Personal Payment.

For Purchase Payments, the recipient of the payment will always pay the fee. A Purchase Payment involves buying and selling goods or services, and payments received when you send a "request money" using PayPal.

For Personal Payments, the fee, if any, is based on the Payment Method and the location of the sender and recipient. A Personal Payment involves sending money to and receiving money from friends and family without making a purchase.

If you are selling goods or services, you may not ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept Personal Payments. The "Receiving Payments" and "Fees" sections of PayPal's User Agreement has the complete details... here's the links to those sections...
