PayPal does offer several credit options.

To apply:

1. Go to the PayPal website and click "Products & Services."
2. Click "PayPal Plus MasterCard" under Ways to Pay.
3. Click Apply Now.
4. Follow the steps to complete the application.

Yes, it's called PayPal buyer credit, it's a credit line that has a given limit, you can choose to fund purchases with it, and you pay monthly payments like a credit card.  And there is no interest charged if you pay back the charges within a certain period.
