You cannot unless you create one yourself offline using your own email. Presently with PayPal's Website Payments Standard, there are no features or options that would allow you to generate a receipt and email it. Normally, one receipt is created and emailed by PayPal's system for a successful transacation. There's no way to resend one or create one by you.
