help!!! I keep getting an error message trying to convert Paypal to Micropayments

I set up and confirmed my paypal account as a premier business account but after 2 weeks of requesting my brand new account to be switched over to micropayments pricing, I keep having problems and delays from Paypal. I am confused!!!
Please help. I have a special $0.25 internet digital music track sales campaign benefitting a community charity I want to kick off Jan 1 for 2010 and time is running out. Please help!!!
Here is the email I keep getting from Paypal regarding my request to switch over to micropayments:
"
You recently requested to receive PayPal micropayments pricing. You made the request with a Personal PayPal account. Personal accounts are not charged a fee to receive payments. If you would like to receive micropayments pricing please make the request using a Business or Premier PayPal account. You can upgrade your existing Personal account to Business or Premier or you can open a new Business or Premier account. When you have a Business or Premier account, you can submit your request through the PayPal micropayments website.
