do you have your paypal card? Do you rememeber setting a 4 digit pin to it? If so, its like a regular bank card, just to go the ATM and take out the money as you would with your bank card. It has been my experience that if you take it out of a J.P. Morgan Chase bank ATM, they only charge you $1.00 instead of 2.50 or like other ATM machines charge.
Just a thought but, you're better off by simply withdrawing from your PayPal Account to your bank account, that is if you have one. There are no fees using this method.
