do i have to have a bank account or can i have them send me a check for the amount that i have?

You need either a bank account, a credit card or get approved for a PayPal Plus Credit Card, or PayPal Buyer Credit in order to verify your PayPal Account.   Note, your Account must be verified, else it will be basically useless to you.

As for being able to withdraw funds from your Account, you can either transfer the funds to your bank account or request a check.  Those are your only two options.

With just a visa prepaid card you still can only get a check, or buy stuff whereever paypal is taken or send money.

It just raises your sending limit, confirms your address, and can be used as backupfunding if you don't have enough money in your balance
