automatic payment transfer

Is there a way to send payments on a PHP website, like with a click of button? MassPayment API is the only way I found. But I am looking for a FREE way to transfer payments to customers from my funded account without manually signing into Paypal.

Unfortunally there are no FREE methods.

What if I manually sign in and make transfer to another Paypal user? Is there is a limit, and is it free if my account is funded? How do I create an email or code to make me go to PayPal and pay someone else? Thank you.
