Why doesn't PayPal Shipping include the option for USPS First Class International Mail?

i'm only guessing, but First class international doesn't offer any type of tracking number and buying insurance isn't an option. The seller never knows if item is actually delivered or lost. I've shipped to the UK with it and never had a problem, but the rest of Europe is risky. However, I agree with you that it should be offered as a shipping option online as apposed to goinh to the post office. I'm sure it has to do with buyer protection someway

Hi: The custom declaration has a number and it can be used to track a package. I tracked package to the Canadian boarder with this number.

The customs declaration number is not 'tracking' that's acceptable to Paypal.
If you're in the US and you want a service that includes First Class mail ( and the new 'parcel select'), try endicia - they charge a fee per month, but I think they're worth it.
