What if i get scammed by someone living outside of USA, Will i get my money back?

i want to know if i will get my money back because i am planning to buy from a transporter, it is someone who buys an item that cannot be sold to the us.

i am trying to buy a japan item that cannot be sold to any other states.  So i have to send my money to the person and he will buy the item and send it to me.  If he scams me, will i get a refund or my money back?

PayPal offers two types of programs for buyers: Buyer Protection for eBay purchases, and a buyer complaint process for off-eBay transactions. 

There are no guarantees of a refund if you go through the buyer complaint process, as it sounds like would be the case in your transaction.  Do keep in mind that you don't lose any dispute rights you'd have with your credit card company if you pay with a card through PayPal.

The other consideration here is that you mention trying to buy and item that can't be sold in the United States.  There's a possibility that your item could be confiscated at customs if it's something that can't be imported, meaning even though the seller shipped it in a legitimate transaction, it won't get to you.

well the item isnt illegal or anything but the japan company does not sell it to any other states. 

Here is the website kuboten.com, they say they buy items for you.

and the item i am buying costs 1000 dollars

As you can see at the bottom if you translate it, it says they do not ship it to any other states.

so i will not receive a refund if i get scammed????
