Unused Postage Refund

I recently had to void two shipping labels on consecutive days as the package exceeded limits.  One was for $119.93 and the other was $123.50, ($143.43 total!!).  I have the labels and  they were cancelled within 12 hours of printing. These two conditions fulfill all requirements of USPS.  Why do I have to wait 15 to 21 days for my refund?  PayPal takes it's fee before I get my money and USPS takes it immediately.

 

The argument that  'It is necessary so that it is certain that the label was not used'  does not float.  If it was my intent to get a fast refund and use the label; what would happen, considering all the tracking capabilities, when I went to use the label.  I'm sure as fast as it was scanned  bells and whistles would be going off.  Not only that but they would have all the personal information of the person who purchased the label (ME).  As a matter of fact if that was my intent; what would prevent me from waiting 21 days to use the label?

 

BOTTOM LINE:  Sellers using PayPal need their rightful funds immediately, just like PayPal and USPS.  The only difference I see is that Sellers don't have the operating capital of USPS and PayPal .

It is not a Paypal regulation, it is a Post Office regulation.

 

Paypal pays the Post office for postage through Pitney Bowes -- label refunds are not processed through the Post Office for 15-21 days (hoping their semi-competent employees will scan the label at least once withing that time period, if it is mailed).

 

If you had bought postage on the USPS.com website, the refund process would work exactly the same. When the

Post office issues the refund, PP puts the money back into your account.

 

It is not a Paypal conspiracy.

I printed an extra $4.75 label by mistake - not so much, but is there any action I need to take? Is the label canceled and refunded after 21 days automatically? Thanks
