The email said, "get $20 back & free shipping with PayPal!"

I received an email offering $20 cash back if I placed a $20 or more order with certain merchants.  I placed the order and have yet to receive cash back.  Anybody know how this works?

Per the terms of the offer, "The Cash Back will be deposited into your PayPal account no later than December 15th, 2009."
