Software download problem

I recently purchased a set of woodworking plans from an on-line merchant.  The transaction was paid through paypal.  After downloading the software, I found it contained no plans whatosever, just some useless freeware that I would have to pay an additional (large) fee to use.  When I asked paypal for a refund I was told they cannot get involved with quality issues. 

Has anyone had a similar problem where they paid good money and received useless junk, and could not receive a refund? Is it possible to tell ahead of time when a seller is fraudlently advertizing thier software?

Google the seller, see what pops up.  Sometimes you will find some interesting stuff and not always good stuff.

 

Some other things to check for, does the seller have any contact information, like a phone number and street address and of course their name.   If all the seller has is an email contact form on their web site, move on, you may as well be dealing with a ghost.

 

PayPal does not provide much assistance for digital goods or services.  It's mentioned in the User Agreement.
