I recently purchased a set of woodworking plans from an on-line merchant. The transaction was paid through paypal. After downloading the software, I found it contained no plans whatosever, just some useless freeware that I would have to pay an additional (large) fee to use. When I asked paypal for a refund I was told they cannot get involved with quality issues. Has anyone had a similar problem where they paid good money and received useless junk, and could not receive a refund? Is it possible to tell ahead of time when a seller is fraudlently advertizing thier software?
