Shipping Calculator not working

I've not been able to get a shipping charge other than $0.00 . . . .

I sell DVDs.  I'd like the shipping price to be fixed, up to say 5 DVDs, then more for a higher overall quantity.

I've set up buttons for each of my DVDs with the "Use settings saved in your PayPal profile" option.

Override shipping methods per transaction: On

Shipping Method Based on Count

What am I doing wrong??  Any ideas??

I'm having the same issue here. My shipping fee for 1-2 bags of granola is $5.35. I have saved other settings for higher numbers, but those are never applied to my customers' orders. For some reason, no matter how much they order, they are charged only $5.35 for shipping. Any solutions?
