Hello. I signed up for paypal today. I confirmed my social security just about 30 minutes ago. Also, I just received $6.25.
I just found out that my sending limit is $0.00. What does that mean? Does that mean I can't send any money at all?
I can't add a credit card or bank account too.
Would my sending limit always remain $0.00? Or would it increase a little as I stay in paypal longer?

You need to verify your account. Go here, in the Search Box, type "verify account" and click on Search.

That is what I mean. I can't verify account.
My friend doesn't have credit card or bank account attached to the paypal. He can still send money every month.

Unfortunately the forum can't help you, PayPal has specific policies. We can't provide you with solutions that don't exist. Only other option, you can get approved for a PayPal Plus Credit Card, or PayPal Buyer Credit if you don't have a bank account and/or credit card.
