Well to make it short...Yes I have a negative balance in Paypal for whatever reason. I made a transaction to use my bank account to resolve the issue, but I then made a purchase on E-bay, and of coarse the money wasn't depostied yet. I used my credit card in order to make the balance zero. Which it is zero now. I was then able to make the purchase. I clicked off the screen to quickly and I thought it said that if my bank account can not cover the funds to make my paypal balance to zero again my credit card would then be charged to resolve the negative balace. Did i read this right? Of coarse I'd rather not have my CC charged, and want to confirm. So in short....
Will paypal wait for the funds from my bank account first before they charge my credit card??
Now that I think about it I think that message about the credit card being charged if the bank couldn't cover was for the purchase I just made and not related at all to the negative balance....dang

From the PayPal User Agreement:
http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/terms-outside
# In the event that one of the currency balances in your PayPal account becomes negative, PayPal retains the right to offset the negative balance using funds maintained in a different currency balance.
PayPal may use funds held in any currency balance to recover amounts owed to PayPal due to chargebacks or for any other reason. In addition, funds from payments received will first be diverted to make up any negative currency balance regardless of your Payment Receiving Preferences. PayPal will forcibly convert all negative balances to the U.S. Dollar balance after the account has maintained a negative balance for 21 consecutive days. The above referenced negative balance does not include negative balances which result from a pending reversal where PayPal has yet to conclude its investigation of the situation.
If one of the currency balances in your PayPal account becomes negative, PayPal will divert funds from any withdrawals you make (whether you withdraw by check, electronic funds transfer, or your PayPal Debit Card) to make up the negative balance before allowing you to withdraw the funds.
# The Multiple Currencies feature is designed to facilitate online payments. You agree not to attempt to use the Multiple Currencies for speculative trading. Because the exchange rates that you will be assessed for currency conversion include PayPal's conversion and risk fee, any attempt to use the product for exchange trading will, in all likelihood, result in losses.

Thanks for the response, but you just stated the policy on negative balances?, which I have no concern for. I'm not questioning the negative balance issue. I just stated in short that I had a negative balance because it's not important why it's there....and I wasn't about to make a story about why it got there either. I know why it's there, and know how to resolve it which I did. I wanted to know if the message I read was about the negative balance, or the purchase I just made after I used the credit card to make my Paypal account a $0.00 balance. I guess it would be ahrd to confirm what I saw at that moment...<----- This issue is resolved.......Now after answering my own question before your response. I would like to know if it's possible to reverse/cancel a transfer now from my bank account knowing I went ahead and used my credit card to make my Paypal account balance zero, or do I have to just trasnfer it right bank to my bank once it's deposited? A straight answer would be nice from anyone..instead of a link clicking party....

You can Cancel a payment as long as it is still uncleared, and available as an Action in your account History.
Even though these bank transfers take 3-5 days to show-up, they are processed much sooner on PayPal's end, so it is typically hard to Cancel them, unless you do it immediately after initiating the transfer. So, you may end up just having to transfer it back to your bank account, if you want to keep your PayPal balance at zero.
For future purchase reference:
If you make a purchase and your PayPal balance can not cover the total amount due, then you can have it take the money instantly from your linked Bank Account as long as you have a backup funding source available (i.e. Credit Card on file). Otherwise, you will be making an eCheck payment.
Hope that helps!
