For the last 2 weeks each time I log in I have to call paypal and verify my account because my ISP address changes with my DSl provider. I have logged in for years and not had a problem. Have they changed something? To get a static ISP address they wanted to double my monthly charges.

I would suspect that there is another cause of your issue. It is not necessary to have a static IP Address. Most folks use Dynamic Host Configuration Protocol or DHCP with no issues. This standard protocol has been in use since 1993. Note, at this point, I'm not sure what is the real cause of the issue but, I don't think that DHCP is culprit. First, make sure that URL you are currently using is "https://www.paypal.com/" and you are logging in directly from your web browser, not a link or shortcut.
