I would like to keep a balance in my paypal account from items I sell on ebay and use my credit card to make purchases. Paypal says I have to use my balance before I do this. Why?
Not defending PayPal in any way but, It's their policy however, crazy it may be. PayPal always looks at your Account Balance first, if funds are insufficient, then PayPal will go your backup primary funding source, i.e., bank account or credit card. Every business and/or service has their rules and methods, if one does not like the rules, they should find another business and/or service to deal with.
