I've requested a check from Paypal and it says the transaction has been completed but I haven't received the check. Is this normal?
PayPal has completed the processing, yes however, delivery is another thing, it usually takes 2 weeks.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
