Can somebody who does not have a PayPal account make a payment to us via PayPal for our goods?

Yes, providing you have the Credit Card Option or PayPal Account Optional enabled within your Account.   See the tip titiled:   **  Things to know Website Payments Standard's Credit Card Option or PayPal Account Optional as referred to in the User Guides:  on this page.
