PayPal Offerings Worldwide Puerto Rico Bug?

Can someone please help me figure this out since I cant find it anywhere on the paypal site, and customer service reps are more confused than me.

 

In the PayPal Offerings Worldwide it tells you what options you have at each country.

 

Where is PUERTO RICO?  does paypal consider it US?

 

If so why when they filter the IP addressed they consider it NONE-US?

 

Example:

- I have a business account with website payment standard

- I create a <buy now> button

- In my preferences under <profile / settings prefs. / website payment prefs.> paypal account optional status is :on

 

In theory my button should take my clients to a page where they can pay with credit card without creating a paypal account. Put in practice it recognizes Puerto Rico set of IP addresses as NONE-US and takes them instead to a "Create a PayPal Account or Log In" where they can input their credit cards but only if they also input an email and password, and create a paypal account.

 

Ive tried all kinds of Customer Service #'s and no one seams to have a clear answer as to what and where Puerto Rico is. Can some one please give me some light why Puerto Rico is sometimes US and other times  its NONE-US.

 

On paypal, some places you will find Puerto Rico (PR) others you have to assume it is part of (US)

 

I live and have my business in Puerto Rico, and want to offer the <buy now> pay with credit card to my customers without obligating them to open a paypal account (they will have left by then)
