Lost package from USPS covered in Buyer Protection Plan?

Sorry, my 1st post and was so upset I couldn't find any other post concerning this issue. ( I know search button is your friend)
I ordered a very expensive motorcycle jacket from an Ebay seller. (A motorcycle dealership in OR) I have ordered from them before and are very reputable. They used USPS priority mail and I had a gut feeling something was going to go wrong. According to USPS website the package was delivered to me on 12-11 @ 10:56 AM. No package.
I spoke to our mail carrier and she was off that day. Supervisor stated the substitute carrier didn't remember specifically but assured him any packages were placed in the large package boxes. These are locked and key in normally placed in our mailboxes. I have check w/ neighbors who all know me and nothing. I have notified the seller and she will wait to see if package shows up. I don't think she purchased insurance.
Am I elilgible to file a claim thru Paypal? Thanks

Normally the buyer purchases shipping insurance, not the seller unless they state that in their shipping policy. For example, we offer shipping insurance as an option for the buyer to purchase. It's their choice.

Hey thanks for the quick reply, unfortunately it didn't answer my question. 😞 I just got off the phone w/ a Paypal specialist and he said I'm basically **bleep**ed. If the USPS shows the package was delivered there is nothing Paypal can do claim wise. As far as they are concerned the package was delivered. My word against them Federal Govt. He suggested I contact my CC company to file a dispute with them. I'm hesitant because I know the seller didn't **bleep** up here. But, I spent $500 of my Xams money and I need to have some recourse. The only way Paypal will process a claim is if the USPS admits they lost my package in writting.
