How to File a Complaint with the FTC

If you are outraged (or even just annoyed) by the new PayPal policy of putting a hold on YOUR money and limiting the amount you can withdraw each month, or any other abusive practices, it's easy to file a complaint with the Federal Trade Commission (FTC).

 

The FTC does not resolve individual complaints, but if a number of complaints are lodged against a company, they will investigate.

 

Filing a complaint is easy. Just go to the online complain form.: https://www.ftccomplaintassistant.gov/

Paypal has already been taken to court back in 2001 for holding members funds over 180 days.

 

The court ruled paypal can hold the funds as outlined in the user agreement, but must release the funds after the 180 days.

 

Also the withdrawal limit is in the user agreement, which you agreed to.  That limit has been there from the begining
