Hello, I sent 20$ to my friends paypal acc via gift, for something he is selling me, we need to reverse the transaction, but he had just made the paypal account to get the money, now i can't retract it, and because he dosnt have a cc or bank to put on file, he cant resend it to me, how can we resolve this?
