HELP, BUYER NOT PAYING FOR ITEM RECEIVED

BUYER WON A BID FOR A BROKEN IPHONE FOR $180.  AS SOON AS HE PAID THE MONEY WAS PENDING FOR 20 DAYS.  I SHIPPED THE ITEM WITHOUT A TRACKING NUMBER, BUT DID HAVE A RETURN ADDRESS ON THE PACKAGE.  MY FEEDBACK IS 100% POS.  WE KEPT IN CONTACT FOR THE BETTER PART OF A MONTH, AND I KEPT ASKING IF HE GOT THE PHONE SO THAT MAYBE HE WOULD LEAVE FEEDBACK FOR THE MONEY TO STOP PENDING AND GO INTO MY ACCOUNT.  WELL AS SOON AS THE MONEY STOPPED PENDING, ONLY AFTER I CONTACTED EBAY, THE BUYER SAYS HE NEVER GOT THE PHONE, ONLY AFTER FINDING OUT THAT I HAD SHIPPED IT WITHOUT A TRACKING NUMBER.  PAYPAL PULLED THE MONEY OUT OF MY ACCOUNT AND PLACED IT BACK IN PENDING UNTIL THE CLAIM IS RESOLVED.  I THINK HE GOT THE PHONE A LOOOONG TIME AGO AND IS USING PAYPAL TO HIS ADVANTAGE AND IS JUST NOT WANTING TO PAY FOR THE ITEM HE CLEARLY KNEW HE WAS GETTING. CAN ANYONE PLEASE HELP!!!?

Sorry to tell you but you have probably been burned.  The only thing you can do is report the phones ESN number to AT&T as a stolen phone with a comment to confiscate if activation is attempted.  They are good about telling customers they "need to come into the store to finalize activation" along with getting the persons photo and calling the police.  You never know......if the buyer is really dumb he might just fall for it and get busted.
