Aside from approval process for using some of our more advanced features allowing for card processing outside of PayPal (someone who wants to take credit cards directly and have the funds post to a PayPal balance), I don't know of an upgrade that wouldn't allow someone to receive a PayPal payment from you if they have in the past.
Purely for the benefit of the doubt, it might be that they're upgrading their website with some new PayPal buttons or a shopping cart, for example. However, they still could send you a money request through PayPal if they had an existing PayPal account or you could initiate a Send Money payment to their PayPal email address. Have they always been in Europe? Do you have a Customer Service Contact for them from the transaction details of a prior purchase from them where you could speak directly to someone at the company? You can find that info in a prior PayPal payment by clicking on the Details link for a purchase in case that would help.
Those are just a few suggestions if you're more comfortable continuing to transact with them through PayPal.
