Did not receive item

I purchased an item and paid with paypal.  Waited over a month and never received the item.  I contacted the seller many times but they never responded.  Filed a claim with paypal and they resolved it after another month of trying to contact the seller.  Paypal refunded me my money.

My question is this:  Is there any penalty to the Seller?  Do they get banned from selling on ebay?  Why are they allowed to continue selling on ebay if they do business like that?

I had the same problem and am waiting on Paypal to complete my dispute.  The company I dealt with is American Accessories.  I had the same problem as you.  I am also trying to see if Paypal will remove them as a seller.

how can i check a sellers history, Before, a transaction.

If there is a dispute.  What are the penaties for them?
