Declined pymnt/Ebay problm with deadbeat seller- how to erase negative balance

Here's the scoop--I bought an item off Ebay and it was early in the am and I was sleepy and I accidentally used the wrong cc to pay (and the wrong address). I figured I'd get a note from paypal saying my transaction hadn't gone through and I did about a week later. But my pp balance was still zero. I emailed the seller on ebay to make an alternate payment arrangement and heard nothing after 3 emails and 10 days later and still no response from the seller, I finally got an email from pp with a negative balance. I went on Ebay and noticed the seller, who had high remarks when I bought this item 2 weeks ago, suddenly has nothing but negatives for not responding and taking a month or more to ship an item. That worried me as the item I bought was for a bday (next week) and even though the shipping methos says "PM"..I worried I wouldn't get it. Since the seller won't respond, I sent them another (my fourth) email stating I did not want the item anymore due to the lack of response and poor remarks left in recent days and weeks. So, my question is, how do I erase this negative balance with pp? I tried to put in a dispute but "not receiving the item" is not exactly the case and "the item wasn't what was sold" is not the case either. So, how does one handle this? Basically an Ebay cancellation? Does this deadbeat seller have to get involved? If so, I'm hosed...as you can tell, I've had no luck contacting them...

Hey there! I may be able to help...Ok, first I would log into your ebay account and go to "won". Then find the item you are speaking of and go to "resolve a problem". Describe to Ebay your issue and the seller has 7 days to respond/correct/address the issue back. If NO luck after a couple of days, escalate the case...to "let ebay handle the claim". If given the option to file claim in paypal at that point or if in your paypal account you dont see a "CLAIM" filed, do so immediately. Your purchase should have had the logo on the ad in Ebay stating "100% Buyer Protection". This means that whether the "mute seller" wants to reply or not, you most likely will have Ebay on your side with this type of issue. In the case you are favored, your entire payment will be refunded. Then, tell the seller that your good now, and to continue in their run for the hills...or wherever they have been running to to avoid their buyers. Good luck with it!!
