Currency Conversion - International Transaction

I mainly have a question about the Currency Conversion for international purchases.

I recently bought two items through eBay, and paid through PayPal.  As usual, the money was deducted from my bank account to PayPal, converted to the foreign currency, and paid to the seller.

 

I now see that my bank has charged me an "international transaction" fee for these purchases.  If PayPal is deducting the money in USD, then converting it to GBP or AUD, why then, is my bank tacking on another fee?  I've used PayPal for international purchases before and don't recall this fee, nor do I see it anywhere in the PayPal log of my account.

 

So the main question is wether or not my bank is trying to "pull a fast one" on me and I need to fight to get those fees back from them.
