If you have a customer that orders, then requests a refund, then re-orders and again requests a refund, then does it a third time, what can one do to block this email address from ordering again?

First, the majority of folks who support the forum are volunteers, not paid employees and they do try to help people when ever possible. Demanding an answer won't speed things up and in most cases, you will be simply ignored.
As for your question, there are no features or options at the present time that would allow you to block a specific user or IP Address. PayPal does have the capability internally however this is not available to the public. PayPal is working on some new Fraud Management Features however, they are still in the testing phase. You can preview these features in the Sandbox.
Best you can do for now is to report your problem customer via PayPal's Customer Service.

I need this right away so I hope it's coming soon.
What's to stop someone from purchasing 10 times and opening disputes on all of them and hurting your Paypal reputation. I know this hurts a seller because Paypal will then put holds on future payments.

I just had the same problem. A customer placed an order (internationally). When someone places an order with my company, they must agree to the terms of sale, which clearly state that international orders can take up to 45 business days due to customs (info from the USPS) and if they take insurance on the package, we will gladly file a claim and resend the products. We do not issue refunds.
After 2 weeks, they filed a claim with paypal stating they did not receive the package. They never contacted us directly. So we explained that they would have to wait 45 days (which is what our insurance company requires us to do) and then we need them to fill out the claim form and we will reprocess the order.
Well PayPal doesn't care about that, and refunded the buyer's money. So now our company is out the money and cannot file the insurance claim on our own. We have proof that we took out insurance on the package, so why doesn't PayPal look at that and ask the customer to file a claim the proper way?
Now this customer has placed another order with us, but has ordered completely different products- which makes us question if the original package did in fact arrive and this customer is lying. Who would place an order with a company, fail to receive the order (for whatever reason) then turn around and order something completely different? That just screams scam! If she had ordered the same stuff I would still think it is a little weird, but believable. Ordering completely different stuff?
However we sent all this info to PayPal, filed 4 appeals, which were all rejected. If the customer REALLY wanted our products, she would contact us and say 'hey, my products aren't here, can you re-ship them?' She obviously got the first package and figured since she now has her money back too, she might as well order more!
PayPal needs to find a way to help sellers block these scammers. We'll all be put out of business

Twice I've had customers receive their orders (delivery confirmation), contact PayPal and the say they didn't authorize the purchase, and PayPal issued them a refund from my account. They kept the merchandise and got their money back. After about 3 or 4 weeks, I received the money again in my account from ONE of them. PayPal reversed their decision. Both cases were the same, so I don't know why one outcome was different than the other.
Anyway, now I have an international customer that orders from me but every order he receives he complains about. He used to be an ideal customer; ordering lots of stuff and always happy. Then one day he complained that something was broken and he wanted the part to fix it. I sent him an entire new item, and he thanked me over and over.
After that, every order he received he complained about - missing or broken parts, etc. After the 1st one I packed all his orders myself and triple checked all the items. He still complained, but I knew there was no problem. Finally I told him to send me pictures of the broken parts, or return them and I'd refund him. He didn't do that, but continued to complain.
So, I stopped shipping to him completely. Every time I see a payment from him, I refund it. I just have a bad feeling that he's going to figure out that PayPal will give him anything he wants and I'll get burned bad. The problem is that I'm not the only one who processes our orders. Some day one of his orders will get through. I'd like to be able to block his name, address or email address.

A Seller can block a Buyer from ordering. My eBay > Site Map > Selling Activities > Block Bidder/Buyer List.
Go to the eBay SITE MAP. [The Site Map is among the links at the very bottom of your My eBay home page.] Scroll down the center column (as of April 2010) in the "Selling Activities" menu to "Block Bidder/Buy List". Follow the on-line directions to add screem names to your "blocked" list. You can later edit your list and remove blocked Buyers if you wish (and if you dare; optomism springs eternal!).
There's some real doodles out there 🙂 Can you believe that a Buyer would honestly believe that he is buying an HD TV with free shipping for $15 when the Listing clearly states, repeatedly, that the Listing is for the Remote Control ONLY (batteries are NOT included). Sheesh!

That's a good eBay tip, but it's not really a PayPal tip. Almost everyone on eBay has PayPal, but not everyone using PayPal is on eBay. My guess is that the original poster has his own online store.
