My old bank was North Fork Bank, NA. It was renamed Capitol One. Before, whenever I tried to transfer funds, it wouldn't work for some reason. Both PayPal and the bank claimed it was the others fault. Now, when I enter my bank account info, it does say Capitol One, but it says I need to fax a cover sheet and go through the motions. Why? I never told PayPal my bank was an issue.
