BUYERS VS. SELLERS ON EBAY AND PAYPAL--SELLER ALWAYS LOSES!!!!!!!!!!

I recently lost a claim to a buyer on an eBay auction. There must have not been much of an investigation. The decision was almost automatic. What I am wondering is..........the reversal gave the buyer a complete refund and my Paypal account covered it. I see nowhere on my account that the initial payment fee with Paypal has been credited to my account. Do I just lose that? Is that what I am charged for losing the claim? Anyone let me know.

Can't help you but just to let you feel better I'm on the opposite sprectrum. I lost as a buyer. I bought a used car part and it wasn't even close to being in the condition the picture and description said. I mailed the item back and never got a refund (Total w/o back ship = around $30). I filed a dispute and after a long wait paypal SIDED WITH ME. Woohoo I thought. Getting my money back from this crook. I got my money back, well.............75 cents back. Paypal is THE JOKER. Does what he wants. You think he's on your side but he's not. Don't turn your back to him.

If the payment was identified as being for an eBay item, PayPal should refund your payment regardless whether the seller has sufficient funds in his PayPal account. If it was not identified as an eBay item, PayPal will refund only if the funds are available in the seller's PayPal account.
PayPal has two programs to help protect buyers... the Buyer Protection Policy and the Buyer Complaint Policy.
The PayPal Buyer Protection Policy applies to eligible eBay transactions and covers INR (Item Not Received) and SNAD (Significantly Not As Described) claims. When a buyer wins a Buyer Protection Claim, PayPal will reimburse the buyer up to the protection amount ($200.00 or $2,000.00 or uncapped) specified in the eBay listing regardless whether the funds are available in the seller's PayPal account.
The PayPal Buyer Complaint Policy applies to non-eBay transactions and eBay transactions which don't qualify for PayPal Buyer Protection. The PayPal Buyer Complaint Policy covers only INR claims... SNAD claims are not covered. When a buyer wins a Buyer Complaint Claim, PayPal will reimburse the buyer ONLY if the funds are available in the seller's PayPal account.

If it was for an eligible eBay item, call PayPal... they should refund your entire payment regardless whether the seller has sufficient funds in his PayPal account.

I lied. I got 50 cents back. Yes it was an ebay item. No I never got the rest.
We were able to recover $0.50 USD from the seller and processed a refund to you.

According to the details you posted, your claim was from almost 4 YEARS ago. The PayPal Buyer Protection Policies have changed since then.

Since your payment amount was $25.50 and you received a 50 cent refund, it's logical to conclude that your claim was subject to the $25.00 eBay buyer protection deductible amount which was the policy several YEARS ago.
It is no longer the policy, and... eligible eBay purchases have had full 100% purchase protection with no deductible amount for several years now.

Cool beans. I hear the horror stories about sellers getting ripped off but us buyers get ripped to. I've never sold on ebay and most likely never will.

WOW! I'm glad to hear that Paypal sided with a seller. Not good for you of course. I meant to say that I did not see that my Paypal fees on the buyer's payment were credited back to my account.. Don't know what is going on for sure. Also, I sent the package International Priority to the buyer FREE. She also cancelled my request through eBay to cancel the transaction for "buyer was returning for a refund". That is the only way for the seller to receive final value fees credit. So far, that is $10.40 free ship + $8.44 Paypal fees + $8.24 eBay final value fees + .35 eBay insertion fees + .35 eBay insertion fees to resell + $6.?? eBay final value fees again + $203.50 refund to buyer. I have lost alot of money. TELL ME WHERE THE SELLER IS PROTECTED from buyers!

If the seller voluntarily refunds by clicking on the "Refund" link on the PayPal Transaction Details page, the seller's PayPal fees will be refunded. If PayPal or eBay "force" the refund, the seller's PayPal fees will most likely not be refunded.
The following text and link from the PayPal User Agreement address the PayPal/eBay fees refund question...
"In the event a seller loses a Claim, the seller will not receive a refund on his or her PayPal or eBay fees associated with the transaction."

I was not forced to send a refund. Paypal was to make the decision for both parties. They made the decision in the buyer's favor. No problem. The buyer had initially sent the payment through Paypal, I was credited the amount minus Paypal fees. When the reversal was decided, I suffered the full amount even though I had never received that amount. Out $8.44. Why does that even make sense. Paypal made the decision and I was not aware that it would cost me more than I had ever received to deny the claim the buyer had initiated. I hope that make sense. It does to me. That's because I know what i'm talking about.
