After issuing refund, unable to view History

While processing orders, it is necessary to issue partial refunds due to out of stock items.  After issuing a partial refund for one order, I am no longer able to view my payments received history.  I get the error message "History Search is currently unavailable. Please try again later."  This is really annoying and prevents me from processing my orders/refunds in a timely fashion.  When I attempt to click on the contact us by phone link, the link is broken and takes me to a broken link error page.  Great customer service PayPal!  Any ideas?
