I purchased from Best buy on Nov 10th for $297 using paypal by following a link and before the transaction I confirmed it mentioned the promotion. I never received $20 cashback. When do I receive the cashback. Is this a scam because on Nov 17th I received a refund of  0.01 and the status updated as partially refund which looks like a manipulated way to not give the cashback. Could somebody help???

On November 13, 2009,  I contacted Best Buy before finalizing my online purchase using the Paypal promotion link and was assured that the $20 Paypal promotion was still valid that day.   Click and bought the item as soon as I hung up with the rep.   I too saw the 0.01 scam posted on my Paypal account which has since disappeared.  Was this an attempt to fake us out?  In turn, this delayed my chance of making a return to Best Buy without penalty or even the dreaded 'non-returnable'.   Both Paypal and Best Buy have left a bad taste in my mouth and I will take my business elsewhere.  I am surprised companies this large are pulling these kind of hidden, back-stabbing scams to what were their loyal customers.

Good news for those of you who purchased on or before 11/13/09.  Call PayPal customer service and explain your case.  My agent was very nice and told me the promo ended at 1:30 pm (not sure of what time zone) and since my purchase was made at 4 pm PST he agreed to deposit the $20 in my account today.  Anyone with purchases after the 13th seem to be out of luck.  He said BestBuy 'ran out of money to support the promo' on the 13th.  Interesting to say the least and I'll certainly avoid these kinds of 'gray' offers in the future.
