wrongful e-bay withdrawals

It seems e-bay can remove money from my Paypal account without warning.

How can I stop them having access to my account ?

Ebay can only take money via paypal for your ebay monthly fees.

Or they can take money when you authorise it via the paypal site when you pay a seller.
