Why is account negative?

Hi all 🙂
Okay so basically, I had 0 in my PayPal account (But I did have money in my bank around £500 and haven't spent any money) someone took a claim out agaisnt me (INR) so anyway, My account went down to -19.12. I just got a refund for £16.99 and now take away off that from £19.12 is £2.13. Now it says £19.12 is pending and it was pending before since the amount has been frozen in my account due to the claim. I have a tracking number showing the item has been delivered so when I get the money Relased. Will my account balance be £19.12 plus the £2.13 or £19.13 plus the refund I had? I don't understand where the other amount of money would have gone?
