Risk of sending not signed-for parcel?

An international buyer has paid my invoice including Signed-For shipping. He never mentioned this before payment but he wants it sent not signed. He says he has to travel a long way to pick up his parcel if he's not in on delivery. He says the postman knows what to do and will leave it on his step but he lives in an apartment and my fear is that of course anyone could take it and then he'd make a claim against me.
Advice please?

haivng been stung by international buyers before, claiming they never received the item when sent unsigned, I can only advise:
1 - sent it signed for
2 - if buyer not happy with that - issue full refund and relist item
I guess it depends on what amount of money the item sold for and if you are happy to risk the item and the money going bye-bye
