I have a similar problem.
A buyer received their (tracked) purchase but decided to send me a message asking for me to send two additional accessories together - which I did as the seller immediately paid for those two accessories. This wasn't a problem and the two additional purchases were sent (tracked) to the buyer.
Unfortunately, because the buyer used the Dispute method by which to send me a message about buying the accessories, the original item payment is on HOLD with Paypal, until the buyer marks it as resolved.
There was never intent by the buyer to send back the original item (payment on hold), and I think they have simply used the wrong avenue to Contact me as the Seller regarding additional purchases.
I have politely requested that the Buyer mark it as solved so I can leave feedback for them however they are now ignoring all emails from me.
They have paid for the three items, received the three items, has signed via EBay tracking for all three items and have retained all three items.
Is there a way I can move this 'claim' along so that my money is released? It seems wholly unfair that the seller has the goods they ordered but I. as Buyer, am unable to access one of the payments. What happens if the Buyer simply doesn't bother responding - how long does Paypal enjoy the benefits of retaining Buyers' money in their bank account, presumably accruing substantial interest given the size of this operation?

Ebay transactions = Ebays hold policy so you would need to ask Ebay.
Paypal has a completely separate policy.
Advice is voluntary.
