Not all seller is scam and not all buyer is honest. Pay pal also need to do seller protection not only for buyers. About the hold payment in 21 days, how about if the buyers is scam? They told that they don’t get her parcel but they really got the parcel. They also get their refunds back. Paypal please solve this problem and protect the seller to. Thank you.
If you actually read up on seller protection you will see that any dispute for non receipt of item would fail if you provided a tracking number that proved delivery of the item to the buyer.
