I have not been notified about a chargeback which gives me a negative Paypal Account Balance.

A buyer paid for a rare book then claimed it arrived in a damaged padded bag and that there were loose pages. The auction clearly stated that it was non returnable. (I am aware that books are being copied digitally then returned for refunds so they get the books for free). The book was intact and secure when sent. The only way the pages could become loose is buy bending the spine whilst in a scanner/copier.
The buyer first claimed it arrived damaged and when I requested photos of the damage to the padded bag and the loose pages he refused and stated he would only sent photos to EBay.
He filed a dispute and left negative feedback.
He then claimed that it was already damaged when posted and claimed it was not as described in the auction. In other words he changed his story.
I do not know if the photos were sent to EBay. I suspect not because the next move was to accept the book as received. He said that he had closed the dispute and that I would not hear any more about the matter.
He had a choice of 1st Class recorded delivery OR Special delivery with a better insurance cover. He paid for 1st class recorded delivery.
On my next visit to my Paypal account a negative balance had appeared in red figures and it appeared that a chargeback had occurred. Paypal had not notified me of this as they are supposed to. In the meantime I am unable to use my Paypal account to make purchases or to send a monthly money gift to a relative who lives abroad and who needs the cash towards his living expenses.
I called Paypal helpline who said that the negative balance would be reversed. I am waiting for that to happen. I suspect this is not finished yet.
Has anyone else suffered a similar situation ? Why did Paypal not notify me about the chargeback ? Can a chargeback be imposed even though the buyer has closed the dispute with no given explanations ?

Firstly, any time a buyer opens a dispute on the PayPal or eBay websites, we place the funds on hold so that we have the funds when a final decision has been made on the outcome of the case.
If your buyer has opened the dispute advising that the book they received from you was not as described or damaged, we would fully investigate the case before making a final decision on the outcome. As you advised, your buyer has been asked to return the item before receiving a full refund.
We won't close the case until we can see that you have received the item back from your buyer. If you don't receive the item or if you received a different item, please let us know and we can investigate the case further on your behalf.
If the case is found in your favour, the money will be released back to your PayPal account and your negative balance will be resolved.
