This is the letter I have sent to paypal

 

Dear Sir/Madam

I feel I must contact you regarding a situation i'm having at the moment,i'll give you a brief outline of exactly what has happened

On the 8 november I had a balance of £1542.90,I decided to make a withdrawal of £1500 and did so in two transactions of £800 and £700 leaving me balance of just a few pounds,on the morning of the 9 november I checked my emails and I had received 2 overnight advising me that due to t technical error the funds had been reversed back to my paypal account
I logged in to my account and indeed the funds were returned,I then transferred them again as before in two transactions back to my bank and thought no more about it
Subsequently I received some emails from paypal advising me that multiple sums of money had been paid into my bank by mistake,as this was not the case I thought they were just phishing emails and ignored them.
Unbeknown to me Paypal then reversed all four of my transactions in total £3000,my bank contacted a cosignatory on the account to advise him I'd withdrawn £3000,he then phone me and I investigated where the money had gone ,once I found out I contacted paypal via the customer services number,that was on the evening of the 14/12/12 ,the chap then explained why the money had been taken,I then pointed out that the initial £1500 was mine and paypal should have only taken back £1500,he agreed and gave me a 48hr time frame to sort out the problem,this was not achieved and I rang back and spoke to a manager called Ewan who checked the information was correct and agreed that the amount overpaid into my account was only £1500 and paypal owed me £1500,he also commented this was embarrassing for paypal as it was their fault in the first place and had made the situation worse,and if he could put the money back he would, he then gave me a 48hr timeframe which passed,I have phoned today and the customer service agent told me Ewan had escalated it furtherThis money was earmarked for amongst other things a present for my wife for christmas which sadly will not now happen,im dismayed and confused as to why a simple check and payment cannot be actioned,i've tried everything to no avail and now i'm owed £1500 from yourselves,had to pay £3000 into my account that you took the money from as your withdrawal took me £3000 in debt ,have to pay for the numerous lengthy calls to yourselves and most importantly be very very embarrassed why I cannot afford to buy my wife what she deserves
