Is it possible to use my paypal account to send money into somebody's bank account even though they don't have a paypal account?

Afraid not but you can do a bank to bank transfer not using paypal but then you would have 0 buyer protection.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
