but how come I cannot open a case?

Because I think the seller was a scammer

I paid it and suddenly no reply in wtsapp and only one tick

I understand how concerning this is. Unfortunately, the system won't allow you to file a dispute straight away right after sending the payment as change of mind isn't part of the coverage. But most definitely PayPal may be able to help you if the item wasn't received or if it differs from how it was described. Otherwise, you also might want to seek assistance from eBay as they also offer Money Back guarantee.

PayPal can only allow you to file a case against a payment 7 days after the payment was made or if you already have received the item.
