iphone app touch id set up fails...

When using the Paypal iphone app I try to set up touch id but after swiping my finger it simply loops around asking for my login password.

 

This only started after I had to restore my iphone.  I've removed and re-installed the app many times, including deleting it from icloud and iTunes but the issue persists.  Touch Id for all other apps works just fine.

 

I've also tried loggin into my Paypal account on a PC and setting up my mobile phone number again but that didn't work either.  Help please!
